Are they cutting the locks or something? Can a metal guard be welded on to prevent bolt cutters from getting to the shackle?

God no.  I learned from my fathers mistake.  Sure those things are cute when you get em.  But they grow up.  Which brings me back to my first point.  Beat your childern before they grow up.  It's much tougher to do when they are in their 20's.
