Lost and Found at Rosedale Who get them?

Does anyone know who is emptying the L&F at Rosedale?  Is it still Dick Parker at Koi's, and if so is he open during the Winter?

I'm trying to track down a Yellow Z Buzzz that I lost there about a month ago.
