Although it may not appear as though the SMP P&R are as "friendly" as other departments, that has been historically not the case from my stance. I don't get a sense of entitlement from the people that I have dealt with over the last decade with them. In fact they have been pretty proactive with the help and the desire to improve the course.
You must realize that this course is in probably the busiest and most "programmed" park in all of KC (they have more events at this park than any other in town) So are we top dog in the park, absolutely not....should we be....nah, C'mon we have been there a few years, our other parks we have been in for over 30 years....it takes time, but they have been working with us as a group and have been nothing but helpful when they can. Realistically though this is one of the few parks that needs to worry about other activities beyond Disc Golf and therefore it may not appear that they are the "best" but they are certainly not the "least or better than anyone else".
Our work is cut out, but additions happen out there more frequesntly than some of our other parks, so lets be thankful that we have a partner out there that does help us out, and more importantly we have a presence in one of the busiest parks in the metro, and that will lead to new people enjoying the sport, and developing a fondness for it to help us grow as a disc golf community.
